What is this?
SABER is the electronic platform operated by SASO. Launched on 1 January 2019, it replaced the previous paper-based conformity process and now serves as the single channel for registering products and issuing both Product and Shipment Certificates of Conformity for the Saudi market.
Since July 2020, SABER has been integrated with FASAH, the Saudi customs single window, so that valid certificates automatically authorise clearance without manual paperwork. From 1 January 2021, even non-regulated products must complete a self-declaration on SABER.

Importers must create a SABER account to receive shipments.
Local manufacturers register their domestic catalogue.

How it works
- 01
Account setup
We open and verify your SABER account, link it to your commercial registration, and configure your user permissions.

Product registration
Each product is registered with its HS code, technical description, and country of origin. Similar SKUs are grouped into product families for efficiency.

HS code & regulation mapping
We confirm the right HS classification and identify the technical regulation that applies, a critical step that determines whether a PCoC is required.
- 04
Certification body selection
Select RACS as your conformity assessment body inside SABER. From this point forward, your file lands with our technical team.
- 05
PCoC issuance
Once the file is complete and conforming, the PCoC is issued electronically and stored on your SABER account.
- 06
SCoC & customs clearance
For each shipment, request a Shipment CoC from SABER. The certificate flows automatically to FASAH for customs release.
