What is this?

The SASO Certificate of Conformity (CoC) is required for every regulated product exported to Saudi Arabia. It confirms that the product complies with the relevant Technical Regulations issued by the Saudi Standards, Metrology and Quality Organization (SASO). Without it, your shipment cannot clear Saudi customs.

The CoC exists as part of the Kingdom's broader effort to ensure that products sold in the Saudi market meet the standards of safety, quality and environmental responsibility set out in Saudi Vision 2030.

The Saudi Product Safety Program, known as SALEEM, was launched to make conformity assessment faster and more accessible. As part of SALEEM, the issuance of SASO CoCs was moved to the official electronic platform: SABER. SABER is now connected to FASAH, the Saudi customs platform, so once your certificates are issued through SABER they are visible to customs at the port, without separate paperwork.

The SASO conformity assessment process has two phases, with a certificate issued for each. The Product CoC (PCoC) is issued in the country of origin by a SASO-approved Certification Body, valid for one year and tied to a specific product. The Shipment CoC (SCoC) is then issued per shipment, linking the specific batch to the PCoC. You need both: the PCoC certifies the product; the SCoC certifies each shipment of it.

How it works

    Log into SABER

    Open or use your SABER account and enter the required product data.

    Select RACS as your Certification Body

    From the SABER list of SASO-approved Certification Bodies, choose RACS to proceed with PCoC issuance.

    We review your documents

    Our technical team checks the validity, completeness and accuracy of what you've submitted against the applicable Technical Regulation.

    We work with you to complete the file

    Where something is missing, we tell you exactly what we need, no guesswork, no back-and-forth.

  5. 05

    PCoC issued electronically via SABER

    Once the file is approved, the Product CoC is issued through SABER and becomes available to customs via the SABER–FASAH link.

Certificate of Conformity for lifting equipment

RACS is authorised by SASO to issue the Product Certificate of Conformity for lifting equipment, under the Technical Regulation for Machinery Safety, Part 3. This certificate is required for all lifting equipment sold in the Saudi market and is issued through the Jeem1 platform.

    SASO routes the application

    SASO routes the application to an authorised body, such as RACS, to perform the technical study.

    Technical study by RACS

    We conduct the technical study and review all documents related to the product.

    We complete the file with you

    Certificate issued

    The Certificate of Conformity is issued once the technical study is complete and all documents are in order.

The Product Conformity Assessment Program (PCA)

The PCoC sits within the wider Product Conformity Assessment Program (PCA), implemented under SASO and the Ministry of Commerce. PCA was established under the SALEEM program to evaluate, inspect and certify imported goods before they enter the Saudi market.

In other words, the PCoC isn't just a piece of paper. It's the documentary output of a structured, supervised assessment process that protects consumers and the integrity of the Saudi market.

Why the SASO CoC matters

  • It proves the product is approved by SASO and meets the relevant Saudi standards.
  • It's required for customs clearance. Shipments without a valid PCoC + SCoC do not move.
  • It prevents port delays, because the assessment is done at origin, goods don't wait while documents are reviewed at the port.
  • It is electronically verifiable. Saudi customs can verify the certificate's authenticity online through SABER.

A note on SASO

The Saudi Standards, Metrology and Quality Organization (SASO) is the Saudi government body responsible for standardization activities in the Kingdom, in cooperation with the other government organizations active in industry and trade.

SASO was established under Royal Decree No. M/10 dated 03/03/1392 H (17/4/1972 G) and is chaired by the Minister of Commerce. It issues legislation, measures and procedures for conformity and compliance, and works to raise consumer awareness of product quality and safety.

SASO hosts the Saudi Accreditation Center (SAC), the body responsible for accrediting laboratories and certification bodies. It is also a member of several major international standardization organizations including ISO, OIML, IEC and BIPM.

Frequently asked questions

The PCoC certifies the product family, its design, composition and conformity with the relevant technical regulation. It is issued once per product family and valid for a year. The SCoC is issued per shipment and binds a specific batch, serial range or production date to its parent PCoC, so customs can verify authenticity at clearance.
